There seems to have been less serious Crime in 1893 than in 1892, according to the police report but not according to the registrar's upon.. The Superintendent of the gaol speaks very badly of his staff & I think attention should be called to his report. Mr. Lethbridge thinks that better accommodation is wanted for female prisoners. The daily average number of prisoners is still falling.

The Chinese masters at the Victoria, or Queen's, or Royal College, on whatever it is now called, seem to be underpaid / par 12 of the report. We might look as to this
